This modification is listed on page 43/44 of the manual, but just in case you get yours without one, this mod is extremely easy.

1. Start with the radio OFF.
   
    
2. Press both the SC, and 9 buttons, and hold while turning on the radio.
   
    
3. Check to see if you held all the buttons, that's it!!

The expanded coverage is 2m-142.000 through 149.880, and for 70cm-420.000 through 470.000
